AMENDMENT #5: The purpose of this amendment is to revise Section 00 21 16 04 - Factor 5 - Price, incorporate DFARS Clause 252.225-7961, Restriction on Acquisition of Certain Magnets, Tantalum, and Tungsten, DFARS Clause 252.225-7966, Prohibition Regarding Russian Fossil Fuel Business Operations - Representation (OCT 2026), DFARS Clause 252.225-7967, Prohibition Regarding Russian Fossil Fuel Business Operations (OCT 2026), delete DFARS clause 252.225-7052, Restriction on Acquisition of Certain Magnets, Tantalum, and Tungsten, and provide responses to submitted RFI. AMENDMENT #4: The purpose of this amendment is to reopen the solicitation to all interested offerors. Details of the changes can be found in the amendment. An updated copy of the solicitation is also provided. Previously submitted proposals will not be evaluated/considered.
